ENSI Bourges, the national reference for risk management!

 

Given ever-growing safety requirements and concerns surrounding sustainable development, risk management has become a strategic issue. Being a strategic necessity for economic players, this subject has become elevated to a science. Since its creation in 1997, the National School of Engineering at Bourges has made this its mission and main area of study.

 

 

This is because risk management engineering corresp onds to and fulfils as many needs as there are diverse and numerous opportunities in this field!

Enterprise must be increasingly able to assess and continuously alleviate risk, irrespective of the field of activity impacted: chemistry, metallurgy, nuclear, agro-business, equipment, pharmaceutical, plastics, waste treatment, transport, Internet, IT, finance and insurance, for example.

The engineer in charge of safety must know how to evaluate the probability of an accident, as well as how to assess and prevent any repercussions. Furthermore, he must be able to communicate in a language adapted to varying audiences, which can include scientists, the media, lawyers, doctors, elected representatives or local authorities.

Risk Management requires a multitude of techniques, know-how and skills, and therefore needs high-level multidisciplinary training. In addition, this requires leading-edge research, strong partnerships with Enterprise, and wide-ranging networks on a national and international scale.

This is the focus of all the programs and educational initiatives implemented at ENSI Bourges.

This public establishment, recognized by the Commission des titres d’ingénieurs (Commission for Engineering Titles) was created in 1997 with the right to award accreditation from the Ministère de l’Enseignement Supérieur et de la Recherche (Ministry of Higher Education and Research).

ENSI Bourges is a member of the Conférence des Directeurs des Écoles Françaises d’Ingénieurs (Conference of French Engineering Schools) (CDEFI), and the Conférence des Grandes Écoles (Conference of Graduate Schools) (CGE).

For the most part, recruitment takes place via the Concours Communs Polytechniques (Polytechnical Competitive Examinations) (CCP) following preparatory courses for graduate schools. Nonetheless, ENSI Bourges has developed a number of other access possibilities.

Operations


The École Nationale Supérieure d’Ingénieurs (National School of Engineers) at Bourges is a public administrative establishment (EPA) equipped with educational, scientific, administrative and financial autonomy.

As such, it is subject to the provisions in the decree n° 97-319, April 9, 1997 relating to the National School of Engineers at Bourges, modified in decrees n°2002-1289 and 1290, October 23, 2002, as well as the decree n°320, March 20, 2009.

Its organization and operational rules are set out in the present decree and in the internal regulations of the establishment.

The School determines its own educational and scientific policy within this regulatory framework, as well as its contractual commitments, and organizes the resources to implement them. It is self-administered within the structures that it has adopted.

The School thus has two statutory boards:

  • the Board of Directors (CA) made up of 26 members that decides on the following issues:
    • The general policies of the School,
    • The internal regulations and the academic regulations of the establishment,
    • The budget, its modifications and the financial accounts,
    • The activity program for the School,
    • The annual report of activities,
    • determination and the rate of fees and remuneration of any kind due to the school,
    • The categories of contracts, conventions and agreements, that, due to their nature or the financial amount involved, must be subject to approval.
  • The Scientific Board, made up of 15 members, puts forth teaching and policy proposals to the Board of Directors for the establishment’s research activities. These topics cover:
    • Research programs,
    • Requests for accreditation to hand out national diplomas,
    • Projects for creation or modification of the diplomas awarded by the establishment,
    • Authority to give employment to teacher – researchers,
    • The creation of teaching departments.

The internal regulation completes and specifies the designation and operating modes for committees and other School commissions.

History

  • September 1994: Decision taken to create an engineering school at Bourges
  • 1997: First right to award accreditation granted
  • by the Commission for Engineering Titles
  • April 1997: Creation of ENSI Bourges (Public administrative establishment)
  • September 1997: First admission of 35 engineering students
  • December 1998: Creation of a Pôle National des Risques Industriels (National Business Unit for Industrial Risk) at Bourges
  • September 1999: Move to new premises
  • September 2002: Opening of a new engineering training program, “Sciences et IT Techniques” (IT Techniques and Sciences), specializing in system and network safety.
  • December 2004: Decision to extend the School to open new premises in September 2008
  • September 2005 : Renewal of CTI right to award accreditation until 2008
  • July 2006: ENSI Bourges joins the Groupe des Concours communs Polytechniques (Group for Common Polytechnical Competitive Examinations).
  • September 2006: ENSI Bourges becomes a member of the Conference of Graduate Schools (CGE)
  • 2007: ENSI Bourges is ten years old! Key figures: 388 students, 20 PhD students, 60 permanent staff members, 200 fixed-term academics and professionals.
  • 2008 :
    • ENSI Bourges expands: Extension of the « Salle d’Armes » / Lahitolle.
    • ENSI Bourges pilots the Pôle National des Risques Industriels (National Business Unit for Industrial Risk) (PNRI).
    • CTI renews its right to award accreditation for the period 2008-2014.
    • ENSI Bourges integrates the POLYMÉCA national network.
    • ENSI Bourges starts an International Masters.
  • 2009: ENSI Bourges starts two CGE Specialized Masters.
  • 2010: ENSI Bourges becomes a partner of INSA  and will recruit Baccalaureate holders.
